Is it me, or is elemental wave taking for forever to get?

  Not sure, I also like this to be verified. It doesn't quite make sense since the skill says "chance to get when using chain cylinder". What happens when you lose charges when you get hit?

  Confirmed that you don't need to hit anything to learn Elemental Wave. You can just load and cancel Water Cannon/Flame Burst. Of course, Chain Cylinder has to activate too.

  Yes, I can confirm this too, I used chain cylinder with water cannon, didnt shoot it (yet) and saw the marbles appear. You don't need to fire it, just use chain cylinder.
