Pets require maintenance, so please don't get another until you've done your research on how to properly take care of one. Don't impulsively buy a pet just because it is cute.

Splat doesn't believe in google or wiki, in fact we're talking about someone who has no willpower to listen, learn or have any individuality what so ever. He can't even take care of himself without someone spoonfeeding him information time and time again. I may be blunt when saying this, but there isn't any hope for splat, not until he gets up and decides to change, instead of living the life of a leech.

Pretty much exactly that, putting any future pets into splats hands is nothing short of animal abuse at this point.

Splat here in the US we have a program (?) call comfort pets (I think)
I think you have to have a psychologist to recommend you a pet in the program.
Anywho, Comfort Pets gives people pets (I think might be only dogs) who are already potty trained, friendly, ect and all you have to do leave them food and water, take them out for walks and bathe them.
If you really to give owning a pet another chance and if you have a psychologist talk to your sister about it if there is a Canadian equivalent.

Frankly, it's better just to avoid getting a pet right now. I get that his heart is, and has been in the right place, but even a significant possibility of neglect happening again should be more than enough reason to just abandon the idea altogether.
Unless you're 1000% sure that you will take proper care of an animal and it will not suffer nor die by your hand, then just stick with the cat that already lives with you.
Living creatures are not things that you should just get willy-nilly.

We couldnt take care of one of our animals after the original owner died, it ended up running away after probably being too heartbroken to live in the same house.
A dog that always wanted attention, his "wife" died, then his owner, then the owner's children had to move, the remaining people were 1 person who works every night and me, that dog didnt get enough attention and said "screw it, im outta here," and ran away.
Honestly felt terrible for months because of that, imagining how he felt to have over 70% of his family and attention gone in one fell swoop.
Never got any new pets after that, all we have left is a very attention mongering cat. But he's too reliant on us to flee.
