iPhone 4 receiving delayed text messages

Depends, are you sending blue messages or green messages.

Blue goes through a data plan, and constantly tries to resend since it's an iMessage. (Unless you tweak the options)
Green are text messages, and can be delayed by your carrier for service reasons.

Blue is more finicky on when you are able to send them or not, they pretty much send instantly if you are connected to WiFi.
