So you're saying skill damage modifier reforges stack now? In NA? I don't necessarily think you're wrong, but I would like some quantifiable proof.

also, healing reforge does stack as well, tho in kinda weird manner...
Some reforges stack, others don't. General rule is that reforges that affect skills in a % way don't stack and only the highest value takes effect.
As for your screenshots they hardly show anything as they're within your min/max+balance values
do your math correctly.
I didn't even had to do any math, you do 1116 dmg without, you do 1143 with 1 and 1171 with 2. As far as anything goes you could hit 1171 without any accessories. The damage difference is too low to be a good example
