  Yes it does have a commerce speed up effect and no it does not stack with commerce partner. Unsure about how much speed it gives.

  Gives +20% movement speed I believe.

  With the Alpaca summoned the option turns into [Alpaca] Wagon. If it isn't doing so try clicking on the drop down and see if you can choose that option.

  To my knowledge reforge effects in general do not stack. Whichever effect is the highest takes priority.
