You're thinking of it the wrong way. Anarchy is going to be the persistent state for most of the time, so when democracy actually does happen, they have a very short window (made shorter considering that each input takes 20 seconds to process, and even shorter when you realize the people who were pushing for democracy will be too busy trying to make sure their votes count to match the people who will be typing in anarchy) before anarchy reigns again and they spend the next day trying to push it back. 23.5 hours insanity, one half hour lucidity.
The challenge is still very much there.

Going to agree with this. Anarchy is too chaotic to the point of 0 progress and becomes detrimental. Sometimes you need order to be able to get through some of the harder hurdles. I don't enjoy coming back and watching something and seeing them stuck in the same spot for several hours with the same annoying music playing over and over again.

L and R don't work in Pokémon Red, silly!
(There was probably another reset combination there, though)
