If all you want to do is run Mabinogi, use an extractor (7zip) to open the installer as an archive. You can then extract the contents somewhere and run the game via the exe.

Where is it trying to install to?
Have you tried installing it to somewhere your account has full rights to, like within a folder on your desktop?

Try installing it to a folder that has no spaces in the full path?

Hey, I went ahead and moved your thread to a more appropriate section so you might get the appropriate help you need.
Also, what system are you running? (windows 7, windows 8, mac, etc.) How are you trying to install the game? (via steam client or via website client [I assume website client] )
In general, my first recommendation for installation and download issues is to install steam and download mabinogi via the steam client. For whatever reason, the steam client mabinogi seems to run smoother/download, install and patch better. I hope you find the solution you are looking for, just keep us updated on what you've tried and whatnot and we will continue to try and help you :)

I had this same issue too. Did you download the installer via the downloader or the 'old fashioned way'? I downloaded the installer via the downloader and it didn't work at all, then I redownloaded it via the direct link and it worked fine.
