Talent Bonus mana usage

The wording isn't the same and I can't find any mention of this bonus anywhere, I don't even see which talent is giving it to me if I check each one individually (all the other stats are accounted for).

I always thought they'd just make it reduce mana by that much. 4% doesn't seem like a gamebreaking amount lol
