  TL;DR
  
  1)WotG Hat Taunes = WotG Attack Speed Set Taunes (36~37 hits)
  2)WotG Hat Taunes = WotG Attack Speed Set Dowra (both 36~38 hits)
  3)Attack Speed Set Dowra does NOT seem to work with WotG Hat
  
  So I guess if you have this hat, there's no point of getting 'automatic' enchant on Taunes...
  I should override my automatic with 'Crocodile'

  If you cant shoot 40+ times with a Dowra, then your tests are inconclusive since it's highly likely that you're hitting your own personal speed cap rather than the game's actual cap.

  It's all relative to your connection, even if you lag the attack speed will still change depending on set effect and speed of weapons. Not to mention his connection is pretty fucking fast, so that argument isn't even valid.

  The fact that his tests stopped at a frequency of 38 means that it's either the game's cap or his internal cap. And seeing how I can shoot over 40, without reforges, then it's certainly not the game's cap.

  The problem with your theory is that a person who has 1 second of latency on a 0.1 second skill would still take 1.1 seconds, and thus if the skill were instant it would still be faster. You don't just choose the slower of latency and scripted limitations, you have to live with both.

  As much as people love to blame ping and location on their unresponsiveness, it's not the sole determining factor. Notice I said CPU speed was an important factor and said that lag, not latency or ping, is what causes a slow-down.
  
  Just like you said, you need to live with all slow downs and not just the worst. A fast connection can receive the packet saying that your skill is ready to use, but the computer still needs to process that and Mabi has a terrible engine in that aspect. For some people, it actually is the ping, but for many it's likely to be the CPU. I've played Mabi on a tether with >400 ping and had faster reaction times than my old computer on <50 ping. This adds a substantial constant, not relative, delay to your internal speed. Even computers with similar specs can perform very differently on the same network.
  
  Not saying whether or not this is true for the OP, but that it is possible. Ideally the fastest person would have the most definitive proof, and that's not the case here. I did say that his test is 'inconclusive', not incorrect.
  Specifically, he cited attack speed Taunes being virtually identical to attack speed Dowra. I can say for certain this is not the case with me, as my attack speed Zeder is noticeably slower than my attack speed Dowra, which is also 10% higher than his results.
  
  
  When Attack Speed was new, lots of people believed that Fast/Very Fast weapons didn't benefit from the enhancement. Same concept as before, except worse because these guns are so much faster that they're even more susceptible.

  I have a WotG Speed 20 Hat. It's pretty decent. :) Too bad I can't the most out of it, I tend to lag a lot. :(
