NDS emulator allows for games playable in HD.

  HD as in HD resolution. You can render Wii games in 1080p, and that would be called HD, even though the textures aren't higher resolution.

  The thinig is this uses an upscaler, the other DS emulators as you said stretched it out using the DS resolution which was awful.

  An "upscaler" is exactly what this isn't using. It's just rendering the game at a higher resolution.
  
  This is pretty easy to do for polygon-based graphics, since they're lines drawn in between points, and you're just putting these points further apart. It's kind of like enlarging vector graphics. The same improvement cannot be had with bitmaps/textures, though you can get some improvement by using a filter.

  The second set of images in your first post weren't really that great since the original image too small to look at.
