Starting at rank 6, Thunder hits 3 enemies on the first charge (and it an additional 2 enemies per additional thunder charge regardless of rank). This means that a barrage of single charges can easily wipe out most hobgoblins because despite the longer cast time, you hit more enemies at a higher range which more than makes up for it.

Yes, but about as effectively as you can raft with basic bolt spells. You will be running around on the raft from one side to the other over and over and a lot of things will not be in attackable range anyways, while you will be within their attackable range a lot of the time.
Throwing Shuriken range caps at 1300
at R1 (at that point it
slightly surpasses barehanded bolt spells which are 1200 while any basic bolt spell with the matching elemental wand has a range of 1400 so Lightning Bolt rank F with the wand even beats Throwing Shuriken Rank 1's range), while Thunder has 2000 range and hits multiple enemies per charge at higher ranks like I mentioned above.
For more comparisons, an
unupgraded Leather Long Bow has a range of 2000, Spirit bows are often 2500 or 2600 range depending on the model, further giving range an advantage over Ninja,
being able to target and attack targets that are up to twice as far away as Ninja skills can.
Barring unforseen updates or skill tweaks, ranged attacks and Thunder will still be the fastest and most reliable methods to attack the most enemies on the raft simply due to the range issues, since the raft speed is not controllable and you have a limited amount of time to attack each group.
