When I had mine it was 2-hit combo
you have to use the new upgrading system to upgrade them btw
they are alright

I read that fortification comes after normal upgrades and gem upgrades are done.

I'd rather have high damage than 4 hits, especially because 1 smash can outdamage any combo. So if they don't have good damage they're pretty useless

Usually smaller weapons have the higher number combos while bigger weapons have lower number combos. For example knuckles is 5 hit, daggers and swords are 2-3 hits, larger swords are 2 hits, then huge swords (gargoyle) are 1 hit.
So why are G13 swords like the impossibly huge dragon sword 4 hit?
Theory: The sword is probably very light, making it possible to do multiple hit combos. Maybe dragon teeth have to be really light so they can fly...but then why is the sword itself plagued with low balance? Isn't less weight = higher balance?

Depends how the sword is weighted. A properly Balanced blade has the hilt and the sword in equal Weight.
