Your best solution is just plain bad. Ugh, just avoid Tom's Hardware. The community is filled with people who barely know what they talk about. That guy is an idiot. 550w at least for a single card setup? "Games are mostly GPU dependent" Ugh.
That processor is a low end one from almost 5 years ago, it's not meant for gaming.
If you do add a graphics card like a 750ti it's not going to change the fact that the computer isn't meant for gaming. Not only that but you're not sure what your power supply is. The HD4200 does not need 300w to run since it's an integrated graphics card. It doesn't show how
Honestly, just save up. You can build a gaming PC at $500, it's probably not the answer you're looking for but you're better off purchasing a new computer than trying to upgrade an old one that wont last long.

Yeah, the answer you got in that thread is pretty bad. A GTX 750Ti is what you want if you want to use your current PC. The cards they've recommended cost more than your PC and would likely not even physically fit inside.
And to answer your question: Yes, it would help immensely over what you currently have. Just don't expect to run the latest games smoothly, as they tend to be demanding on the CPU side as well and your CPU is pretty bad.

So, if these are the only parts i'm going to buy and install, and nothing else, would they fit?

Power Supply:

Should I get the GTX 750 TI, instead of the Sapphire Radaeon r7, and which would not bottleneck and or fit in my Dell Inspiron 570?

I'd say save yourself the hassle/money and just GTX 750 Ti. All you've gotta do then is uninstall your AMD graphics driver, power off, pop in the 750 and install the NV driver. Yes, it will fit and your power supply should be adequate, assuming it's an average 300W PSU typically found in these computers. Perhaps you could take a pic of the sticker with the rated power specs on the rails (in W or A) to be sure.
If you go the AMD route, then you'll have to spend extra on the power supply and you'll have to re-wire your PC. And btw, the GPU you linked is a 260X, not a 265. The former is a less powerful part.

Thank you for your help :D. I only have one more question about it, is bottleneck going to occur? Newer graphics card, older two core cpu?

Technically, any system has a bottleneck somewhere. Yours happens to be the CPU, which means games that are very CPU-intensive won't run well despite the good graphics card. For other games, it won't have a huge negative impact. Overall, the upgrade will still be a big improvement over what you currently have.

Just a heads up. If you have a prebuilt computer there's a chance that the PSU's 24 pin connector wont fit the prebuilt computer.
