  It does increase but unless you have a high amount of magic attack or the reforge to supplement the mana shield skill, it falls short of just using Hp and your defense to tank. Basically you'll be consuming more potions under the influence of mana shield than without (and thus losing more time/money in the long run).

  The case used to be much more noticeable, but after the patch that lowered Mana Shield's efficiency, it's not worth it to rank it at earlier stages of the game anymore.
  
  As for lightning or ice, rank 9 is enough. You shouldn't even have to rank it since the patches reduced the 2 sec casting time in early ranks to 1.5 sec.
