I'm sure you can do it in Emain. And I'm also sure you can do it in Tir, so it's not just Avon. Though can't say whether or not it's the best place to fish, since I don't know what you can get from it.

Obviously not fishing in that screenshot, but I would be if I had bait left over, and didn't want to move because I didn't know how I got that close to the water in the first place at the time I took that screenshot.
