It doesn't say "0.75%" it says "0.75"
So level 20 would be +15 quality points.
You can't see the number itself (normally...) but it's on a scale of 0 to 100.
With +15 points, you'd probably get perfect food almost all the time, if you measured well.
With just a level 9 reforge I get 100 quality food about half the time. I'd actually say it won't get much better than that, cooking quality RNG is so wonky you could measure the ingredients near-perfectly and come out with a 4 star dish.

I'll be perfectly honest and suggest that you simply swamp the odds with the number of trials.
If you made one food 100 times, I'm sure there's a fairly large chance that one of them will have a 95~100 quality.
Now if you're trying to make catering dishes, then yeah, the level 10 should be sufficient.
