  If you can't put forth the effort to figure out how to make a 50x50 square even with a base which you can copy and paste into paint, then i find it hard to believe much effort will be put into the design :(

  This square is 54 x 54 px (The border is 2 px wide) and the rest is transparent by default (unless you mess with it or end up saving it wrong), so if you stay within the red border, you're all good;
  You could always submit it with the red border still on it, we can clean up afterwards.
  
  If you have nothing to work with, or don't like paint, you can try some of the additional features that these two sites provide (one requires flash though, I believe):
  
  Free Online Image Editor
  Sumopaint App
  
  Their features are different from Paint, but they have stuff that Paint doesn't.
