The mistake Nexon made was that they opened the EU server with a version that was significantly behind the NA and KR servers, at a time when hacking was rampant in NA and not unknown to KR.

There was no possible way EU could have been anything but a failure without Nexon taking the time to backport fixes from NA and KR into EU so that they could stay on the older gen content while still being protected from the exploits of the time.

I heard that the hacks perfected on the NA region were allowed to run amok in EU, completely destroying it into unplayability before Nexon pulled the plug because it wasn't unprofitable and was impossible to manage in the current condition.

The only way a relaunch effort would work is if Nexon either launched the current NA version with appropriate tweaks to the localization, or took the time to backport fixes for the common exploits into the older gen they intended to launch with so that it would stay protected.
