  I was about to take a semi-break for 6 months. Only log in every 3 weeks and level for an hour or two and then repeat. Then they do this.

  My ~890 elf did not get it, nor did my ~170 giant.
  
  But I am doing the beginner battle quests on my giant to see if those trigger it.
  
  EDIT: I got up to the intermediate classes and then got too lazy to finish it.

  Idk if this was mentioned but a lot of appearance changes are free now. Pretty much anything none premium can be instantly grabbed at any time for free. Anything from Skin color to hairstyles and color.

  The talent ap is suppose to come with the journal point revamp thing so we prob have to wait and see what happens when the treasure hunter comes out.

  The Moon Gate Book is a new item that can be acquired by completing Combat Master Tin's Quest.

  
  And if I got it right, those quests are available at Beginner Battle Class Boards (where you have the combat training quests around your rebirth location)

  I did all the quests at the board on my over 1k Elf in NA, I did not get the book.
  
  On my new Elf in JP, I got the book after doing all the beginner quests triggered at Castanae/Duncan, I never talked to the beginner board. But NA's book supposedly makes you collect all the gates before being able to use the book for them, wheras JP gave you all of them. (I prefer collecting gates.) But the point being, NA might have done it slightly differently. JP also does not have black hair for elves, or freckles, blush, scars, or facial hair. (JP does have tattoos, moles, and starving face.)

  I don't know how it is in NA, but when I rebirthed for free in JP, it let me rebirth at Connous but I did not get a dye.
  
  
  My one of my alts are under total 1k. He did not get the book. But there are also characters well over 1k on the same account, so perhaps, unlike other beginner benefits, this requires to not have any over 1k characters?

  Hmm... No idea then... I hope the book is available to everyone, there just may be some trick to get it.
  
  On another note, I noticed the book allows to tp even to one-way mana tunnels, like in Erkey Falls.

  I tested this earlier, and no you don't get a dye from the NPC's. They talk about something random, and that's about it.
