None of them are worth it over a matter of $40.

Now if it was $4000 and you had more proof of their identity than just an IP, you would do well to get to the small claims court.

This wouldn't do anything unless you had his actual street address, and doing that could be bad for both of you.
If you are threatening the person to do something with it, that's blackmail, and it's illegal, so you'd probably get in more trouble than the other person would.
It's just not worth it and you will regret doing it once you're making more than that amount per day or two and it becomes like nothing but a small scratch. Move on with your life and forget about it(but don't forget the lesson learned).

The best thing you can do is simply warn anyone else on that site about the person and to be careful of who they trust. Don't go any further than that.

If you're underage and can't get PayPal, then you could consider other payment options like prepaid cards(the Visa ones sometimes work as credit card options, and most games have prepaid cards at common stores), or simply ask your parents. If your parents are frugal, you can try to pay them in cash to buy the same amount online, or do them favors.
Unfortunately there's not really any guaranteed secure option for minors without adult assistance.
