Yeah, all of this is so true. If windmill ever becomes rankable, you should definitely press that rank up button, or regret it. >.<
No matter what skill set you decide to use, you will need windmill to save your life from multi-aggro(except maybe puppet? I don't know I don't use puppets). IF you are a mage or alchemist, you will want windmill to knock away enemies when counter is on cooldown or you're targeted by multiple enemies. If you're an archer, you'll want to use windmill when enemies get too close and you have no time to aim.
If you do fighter, then it's also very important. r1 having the most range, the knuckle penalty won't be so bad, and it gives str and will, which boosts knuckle damage.
Gunner is also not such a friendly skill set for beginners because it gets damage from int and str evenly(and I think uses MP each shot?), so it's better to have gotten other skill sets that raise str, int, and mana first, if you want to bring out the gunner's potential.
I know it can be frustrating to train it, especially at r2. I remember when I reached close to the end of r2-r1, I was nearly on the verge of quitting because of how time-consuming it was, and because I wanted to be able to rank other things, but couldn't because it would raise my CP and force me to train on harder things. I think was around total 69 when I finished it all(when I finished G12).
It's definitely worth it in the end. That is, if you haven't given up playing the game from frustration... >.>
If you manage to make it, you won't regret it, though.
