Depends on what you need for your main class.
If you need more int, 17 for humans. If you need Str + Dex, then age 11 is the answer.
In general, characters will benefit more from rebirthing at younger age.

Does stats from age/leveling make a huge impact? Also what about rebirthing younger for AP gains?

Ap is one per level no matter the age.
Stats with levels make a small impact yeah.

That depends. For some people, it could mean a difference of 100 character damage. Whether it's big or not is up to you.
I think level up stats have siginificant enough impact.
Rebirthing at whatever age doesn't matter since you won't get extra ap for rebirthing young, unless you decide to age before rebirthing again, which still isn't a lot more ap.

Don't rebirth young if you need to use -CP gear (unless you made your own RC/Jackal).

I rebirth to age 13 as it allows me to use my raccoon cub while increasing dexterity by 0.75 per level.

Take your average level gain in the middle of the week (E.G. 86/15 is 100) and multiply your stat gain by that (E.G. 0.75 per level), then divide by how much stats are needed for 1 max (E.G. 2.5 dex for 1 bow max). So if I have 100 average level, get 0.75 dex per level, then I will gain 75/2.5 = 30 bow max. If I wanted to switch to a lower scaling stat gain such as 0.5 then I would only gain 50 dex instead of 75 and lose 10 max. There is also minor gains from rebirthing to a higher age, and less AP from aging (2~5). Reference this:

It's never a big deal, you can always switch between ages if you want although you can't rebirth to an older age. None of the stat gain changes are very significant to a character, usually between 0~10 max difference but sometimes more for large stat differences across high-scaling weaponry such as bows and close-combat weapons. In general lower ages are more generous with stats and provide the most AP from aging.

Also remember you cannot rebirth to a higher age. I'm stuck at age 10 for however many weeks it takes to get to whatever other age I want. Curse my desire to be tiny.

When you age up from a younger age, you'll get more ap.

I've always chosen 15-17 for aesthetic reasons. Mainly because the head is too big for the body, or the body is too mature for the age(cough boobs).
