Starting on Monday night my internet starting going on and off every 10-20 minutes, it would stay off for about a minute or two and then turn back on. Last night and tonight it turned off for a good hour, the modem was on but I had three green lights. Then the power and dsl light turned back on and it's working but I want it fixed so I don't have any more interruptions.

But yeah, from what it sounds like, perhaps a possible outage? I know we have service every once in a while, cause of construction

The best thing to do is call the ISP to make sure everything is fine, it could be as simple as the modem being messed up, or more annoying like the cabling to the house being messed up or some other upstream issue like maintenance or outages. Nearly impossible to know these things without calling them and hope you get a support person who knows what they'redoing and isn't a dick.

Before calling, I'd do a full modem reset. Look up the instructions for your modem--usually you just need to hold the reset button at the back for like 10 seconds, until the modem lights start freaking out.
If that doesn't fix it, then call your ISP. DSL connection problems are pretty easy to troubleshoot, unlike cable. Your ISP should be able to figure out what's wrong fairly easily, unless they are grossly incompetent.

Which is usually the case. I never understood how ISP tech support could be so bad.
I've had retards telling me to restart my computer to fix an internet outage. They just grab anyone off the street and tell them to read a script.

Funny thing, I just came across someone mentioning a new cable connection install:
Cable was installed by a Roger Technician as scheduled, however, the technician put up the cable hanging between a tree and the garage diagonally across the driveway. The cable was low enough for kids touching it.

When I got my videotron internets installed the first technician that came by plugged the internet cable into a jack that should be used by TV cable in the splitter box thingy, so my line had ridiculous packet loss and interference from TV signals. Another tech had to come in and he face palmed when he saw it.

Turns out the modem is broken
Getting a new one tomorrow, I had my ISP do a test on the lines to makes sure everything was cool on that end

I'd like to quote myself and add in the fact my router finally died from that power surge.
