i tried widnows 8 couldn't even get the proper internet pop up was the fail one 360 uses

I'll be the first of many to say, microsoft dropping support for a version of windows doesn't mean it will stop working. You can still install and use XP just fine, although you'll have to "get around" the activation since the servers are down for it as far as I know, the same would apply to windows 7 when they drop support for it as well.
As for mabi actually working on windows 8? I hear mixed results, some people say it works perfectly, others have nothing but crashes, so it's one of those YMMV things.

I've been using Windows 8 for over a year. I never had problems running Mabinogi on this, actually I haven't randomly crashed on it in months! Used to randomly crash now and then but I think all the kinks have been worked out for it.
We'll see how good Windows 9 is, I'm one of the few people you will find that actually loves Windows 8. I am a huge fan of the metro screen and use it all the time to launch applications. Then again, I adapt quickly to new interfaces and am a very fast learner.

Considering it wants to install to the same drive i have 7 on. Which i would need to clean up quite a bit.

What you want to look at for when updates will stop is "extended support", for windows 7 it's January 14 2020.
It used to be +5 years from release date for consumer versions and +10 for business versions but now it's +10 for everyone.
The exception is windows 8 where you're forced to upgrade to 8.1 by 2016 or else you're not supported.

Also I been running mabi on windows 8 since windows 8.1 released. Didn't try it on 8 since I wasn't playing at the time. Whatever issues there might be I'd say are more likely caused by the anti-cheat garbage nexon adds to it rather than mabi itself.
