Question about Free Repair Kits

I was wondering if you could use the Free Repair Kits from the new Eweca Orb Gachapon on items that you can't repair normally. Like for example the straw hats. I can't test it myself but I was hoping someone could if they ever had the chance/time.

I thought you could repair these things a few years back but all of a sudden you can't again.......

There are specific repair kits, as long as the item doesn't have a tagline (non-reparable) then they are repairable and all of the repair kits I believe only repairs for 1 dura at 100% chance

Ah, but I wonder if it works like this, then:

If I had a Free Repair Kit (Clothing Shop) and used it on the Romantic Straw Hat if it ever goes to 9/10 durability. There's no tag on the item saying you can't repair it, but you can't repair it at any NPC.

Better yet, they should just edit the item description to say (Not available for repair). T_T
