1-30 is just it's base damage. It gets stronger after upgrades and special upgrades.

People get the nice ones, crafted by others, with better Stats, those with the respective upgrades can have a really nice damage :)

Have you even looked at the page carefully enough?
In the item info, they show you how much bonus from engineering you can get.
Also, if you look at the upgrades, it should be obvious.

I've heard that Taunes/Black Star can have speed that's nearly equal to Dowra.

Taunes will never have the speed of Dowra. Slow vs Very Fast weapon. Furthermore, add on automatic and viscount to the dowra....
I like to keep a pair of both on hand. Dowra is great for raid bosses and elite.
Taunes is great for lower level content where you can do 1 hit kills non-crit.

Dowra has longer range, faster firing speed, and a bigger clip, so it's used for normal attacks and general gunning more.
However it's weapon damage is pretty crappy, maxing out at like 10-22 at the best.
The Taunes has less range for normal attacks, is slower, and has a smaller clip, so it's used more for skills.
This is because despite the drawbacks, the weapon damage can reach 6-60.
And considering how many other things in Mabi are a multiplier based on base damage (skills themselves and buffs), a base damage increase of up to 38 is not negligible. That could translate to 304 extra max damage on a non-crit flash launcher, for example (and 760 on a crit flash launcher). When you get into skills that can do multiple attacks with a multiplier (especially when you start critting) you'll see why people care for a couple extra points of max damage.
Do note that these numbers are without factoring in weapon upgrades, these are just assuming a max-roll base item.
