Oh, no no.

The fragments are unrelated to the 8pm ~ 9pm (PST) Hot Hour that's been going on for the past few weekends.
If you missed a hot hour, then you wont be able to get the ~Ultimate Reward~ at Summer's end... whatever that is going to end up being, anyways.

As for the fragments...

You can trade in 10 weapon fragments after Ninja gets released, as well as be able to use any Shadowy Coupons you may have received. (I believe)
Ninja should be getting released tomorrow, Wednesday, July 23rd after the maintenance.

I suspect you talk to Abelia with 10 in your inv. and they should trade in. Kinda like caravan joe events IIRC

DOES ANYONE HAVE A LINK TO THE SKILLS? that actually shows how much Strength, Will are given per skill? And the Total AP for each skill..
