1. On Mari sever, they go for 10-15m. Don't make it yourself. It will only end in disappointment.
2. With the Bazaar event (which happens every real life spring), it would be cheaper for tailoring but not smithing.
I don't want to discourage you from doing blacksmithing or tailoring. But I highly suggest you wait until the Bazaar event next year to attempt them, or just take Code2008's advice and go with seals.
Here are some stats from my experience training the skills WITH the Bazaar event.
Tailoring
-about 2m spent buying mats from Bazaar, cheap fabric for headbands, and various strings
-Used a level 2 kit
-If you don't use Bazaar where fabrics were 500g each, you will pay around 20 times more (40m). Not to mention these mats are almost impossible to find in large quantities when the event is not running.
Blacksmithing

-This is the guide I made to help myself with smithing using a level 10 exp hammer and x2 training. Don't use it because it's outdated and there were several mistakes in it anyway. The point of showing you this is to show you that you will be paying around 4m for manuals and 5m for holy water and arats (for ingot duping) EVEN WITH a level 10 hammer.
-I spent about 1m on Bazaar mats. You will be paying roughly 65x more without the Bazaar.
tl;dr
-Buy a pre-reforged hammer; don't make it yourself.
-Wait until the Bazaar to do these skills. Tailoring can be done with a level 2 kit for around 2m. Smithing can only be REALISTICALLY done with a level 10 hammer for around 10m.
-Synthesis is the only other skill that can help you. The others mean absolutely nothing unless you want to spend 1 hour to churn out 1 finest fabric.
