Tendering Potion effect will only show up for new mobs that spawn. Existing spawned mobs will have same CP even though the effect applied.
On KR they have a special Tendering Potion that drops your CP 2 levels, so weakest becomes normal. If this is the same pot as that...

This isn't the first time that we've received this potion. I used one a while back; [S]it does reduce your CP by two levels.[/S]

Also, i'm pretty sure having looked back on it that this is the dud version that's essentially just a tendering potion.
The advanced one has an S on it.

I killed a few mobs, nothing changed.
