The old stat potions had a limit from what I understand, and I am now assuming that the hot time one shares the same limit for all the stats it increases meaning if u already used 3 int potions during the christmas event that makes u ineligible to use the hot time one too since the hot time one increases int as well as the other stats. Seems kind of odd since its a hot time potion for it to share the same restriction as the christmas event ones, but oh well not like its that huge of a deal.
