  Nope, that's stored on the server.
  Personally, I switch between 2 laptops (one potato and one relatively decent one), and as long as I properly logout/exit, the hotkey changes are transferred to the other one.
  
  Edit: Oh, and as for other settings, these are stored in other folders and registry.
  Not sure about window sizes, though. Never experimented with these, but my guess is that these are stored on server too.

  this glitch makes the game unplayable and unenjoyable
  
  you have to spend 10-30 minutes fixing even some of the menue and hotkeys
  
  and then next time you relog its [SIZE="7"]FUCKING BACK[/SIZE] right where you started

  but its not just me it happened to
  
  and i changed some stuff and logged out then logged back in to see if i could fix it if i felt like it
  
  and everything reverted back to how it was when i logged in the 1st time
