Don't try to recruit people in rush.
Just a form a guild and show people how COOL you are. :D People will automatically join if they like something about your guildies or guild.

It's very hard to make a high quality guild.
The only people who join brand new guilds (except the ones that branch from bigger guilds) are new players who often quit early and have other issues.
There are tons and tons of guild who already have professionals, a large member capacity, and people who can quest with you.
It won't be hard to find a friendly guild that can accommodate all the wants you have.
Most guilds are recruiting.

Everyone else wants experienced players too.
Recruiting is easier said than done.
Join a guild = Easy.
Recruiting, expanding, getting funds, making sure people stay = Hard.

I think if you want to have good start, you should have experienced players (friends) to join your guild and help it to grow.

Ya i figured as much but i have tried to join a few guilds and so far they seem to have no one still playing in them....truth be told that's only reason i was looking to make my own
