He could mean that he doesn't want you to use whatever he draws without his consent. You should clarify your intention on why you want something so oddly specific.

i want to use it on my own sail in arche age once game is launched and i can buy the thing needed to put a crest on stuff

you know how you can be fascinated with something, but at the same time you see so much art of it, that you don't want to draw it that much? like, maybe if the character was unique (OR IF I COULD ACUTALLY DRAW WELL), then I would take it into consideration. until then, croco's only www.
