for protection
Yeah but doesn't that work better inside? Outside they can be easily dealt with, either shoot them or poison them by throwing something nice over the fence. In the inside the dogs have the element of surprise at the very least when they come running down the stairs or something, and their barking will be more noticable and likely to wake you up. A big sheperd dog's bark from the adjacent corridor is guaranteed to wake you up even in deep sleep, and having the way blocked by a big dog is very unnerving.
I honestly don't think anyone around here ever has their dog live in the garden. It must be a cultural thing. They're always inside or in a kennel.

A short leash when being held by a person is not cruel- that's done for the safety of other people/animals as well as reducing how much strain the owner has to deal with from the shock of the dog taking off running and slamming into the end of the leash.
Or to prevent them from running into a car when they see a rival dog on the other side. One dog, one of the stupid small ones who think they have to bark at every dog, once got crazy when he saw our dog on the other side (
who didn't give a shit), and he ran onto the street. If the owner hadn't jerked him back immediately, he'd have been flattened by the car that drove down the exact spot a second later.
