You might be able to install the driver manually through Device Manager. As per readme:
Microsoft Windows* XP Installation Instructions for
Intel(R) Express Chipset Graphics Driver

1. Click "Start" then right click on "My Computer" icon
and then click on properties.
2. Click on "Hardware" Tab and select "device manager".
(NOTE: IF UPDATING DRIVER GO TO STEP 3B)
3a. Double click "Video Controller (VGA Compatible)".
(Go To STEP 4)
3b. Select "Display adapters" then Double click on the
graphics controller shown.
4. Click on "driver" tab and select "Update Driver".
5. Select the following option: "Install from a list or
specific location (Advanced)". Click on the "Next"
button.
6. Select the following option: "Don't search. I will
choose the driver to install". Click on the "Next"
button. (NOTE: IF UPDATING DRIVER GO TO STEP 8)
7. Select "Display adapters". Click on the "Next" button.
8. Click on the "Have Disk..." button and then the
"Browse" button.
9. Enter the directory where you unzipped the file you
downloaded, and then enter the "Graphics" subdirectory.
Next enter the "xp32" subdirectory. Highlight the
"igxp32.INF" file. Click on the "Open" button.
10. Click on the "OK" button. A window listing all of the
available display types should open. Select the display
adapter that your system contains and then click on the
"Next" button.
11. Click on the "Next" button. The operating system will
install the driver. Click on the "Finish" button when
done.
12. Click on the "Close" button. If a dialog asking to reboot is displayed, click on the "Yes" button to automatically reboot. Otherwise, manually restart the system.
The driver should now be loaded.
To determine if the driver has been loaded correctly, refer
to the Verifying Installation section below.
You should also try to find out if your computer's model still has a support/driver download page on Dell. The Intel package includes a VBIOS update, which I'm not sure how you'd use outside of the normal automated setup, which isn't working in your case (and I don't feel like experimenting on my system to find out. :P) If Dell has an updated installer, it may take care of the VBIOS update as well, if one is needed. I suspect that even if you are successful in updating the driver using the Device Manager method with the Intel package, it won't update the VBIOS.
You should also check
Start > Run > dxdiag > Display tab to see which driver version you currently have and compare it with Intel's latest: 14.25.50.4764.
