Well, to be fair, that is how "F2P" games operate in about half their mechanics anyways so I'm not surprised.

Not really, it meets two standard tests for being a convenience people will pay for -
1) Availability, you can bypass the 'once a week' availability with it. This concept was similarly expressed in character rebirths being purchasable to bypass the three week wait.
2) Effort. Yes it's no more effort than doing a few quests, but this cuts the time involvement down for those willing to pay, just like 2x pots reduce time sink.

Since the supply of expiring things is near infinite per day they could realistically make more on those than they ever did on character cards.
It's a sound strategy on their part, and does minimal harm to the game since it's already something doable by the common person fairly easily.

I'll undoubtedly never use it as long as they don't take away the ability to trade seals for the same thing, but it's still a monetization I approve of and see the logic in.
