It's a legit question too I feel. I hate to point fingers and be a whistle blower but it seems a bit unfair if you ask me.
There's been several ones made that are similar in content that weren't put on the home page. Examples:
This one was put on the home page:

But this one was not:
http://mabination.com/threads/82062-Shopkeeper-s-Sale-Maid-amp-Butler!
There's tons of other examples if you search through the legit Official Nexon Posts, and compare to what's been on the home page.
Just curious as to why this is the case.

It's probably automated. Eos has it automated on southperry using "notify", so osay probably implemented his automation here. The front page things are vbulletin CMS articles. In order to put them on the front page, you have to 'promote' a thread to an article. This is manual; there's no way to automate it in the default vbulletin software, so yeah (Maybe you can have it do it via an RSS feed, but if the front page isn't grabbing all threads made in the same section, then this likely isn't the case). I bet it's Eos' script, Eos' rules. Or eos has power to promote threads to articles or something and does it manually, but my bet goes towards automation. Notify on southperry automatically grabs and posts nexon updates. It's not perfect though, which is why sometimes you guys manually beat it to the post. Notify is probably implemented under Eos forum account here as opposed to a separate dedicated account. Notifys grabs are also published to the vbulletin cms articles on southperry as well.

It's 100% laziness and being busy. I know his posts are always properly formated and sourced, so I don't even read them and just send them to the front page whenever I get a couple of minutes to do it in. If he were to someday post porn there's a good chance it would end up there.
For all the other threads I'll occasionally check them and if it isn't too out dated and still relevant (for example a maintenance that already happened, or an event that's already well in progress) then I send them to the front page.

I think I wanted to do it once or twice, back then I found out that moderators were once able to do it, but due to a certain issue - which I don't remember now - it's now restricted to Admins and Osay.

I've got a 2 week vacation coming up in a couple of weeks, during which I'll be re-evaluating xenforo after which one of 2 things will happen:
1) switch to xenforo (no more front page most likely)
2) decide it's not worth it and finish up
this thing instead (which includes the front page changing)

Anything can have a front page if you have the scripts for it, you can make scripts for anything to make it work... the thing is that that requires extra work, which requires extra time, and Osay time is limited.
Also honestly, how many people do use the home page? What does analytics say? I doubt many people do.

It's about 5% of total traffic, and I guess most of that is people typing in Mabination.com since that's where it takes you. #1 link clicked from home page is forums.
