I'll be blunt: do people get banned for mods? I've heard that they do but never seen it happen and many players here use mods and seem to be fine. I'm confused.
Also (just in case), what mods improve game performance? I know about font mod - anything else?

I can't speak for sure because I've been only playing NA server for a year now but,
nope, I've yet to see anyone getting banned for using mods.
Most mods provide convenience/faster gameplays and it does reduce lag for in-game plays.
(Notable ones are font, pet summon effects, and minimizing environment)
Unless you use a game-breaking mods (Infinite Final Shot), its really rare to get banned by using mods.
But then I'm not encouraging you to use mods. If you were to use them, always beware of risks.

I'll start by addressing Mabination's policy on the matter.
Dicussion of "mods", hacks, cheats, or other exploits for games is permitted, however, you may not request or post additional information concerning exploits (to include their names, creation, and usage) nor may you link to websites which provide this information or access to this content. This will only be allowed if the content owners have expressed their consent and permission for such activity to be allowed.
It's extremely rare for people to get (permanently) banned for performance mod usage. The easiest way to get banned for mod usage is to post a screenshot which shows that you're using mods. Black Cipher and Hack Shield's inability to route the relatively sizable modding community is a testament to their effectiveness.
You'll have to Google your second question for specific names. I know that certain mods simplify structures. You can also improve performance by disabling nagle's algorithm.

Word from the modding community is that yes, you can get banned for using mods. Particularly reports of getting banned for a certain mod were becoming frequent enough that that specific feature was by default disabled in the mod config (it's a somewhat obvious mod to be fair).
There are certain specific users that were also banned with the cited reason being modding but I don't think site policy allows me to name them (nor do I think people would appreciate it).
As for mods that improve performance... there are a few. One mod simplifies/removes frequent structures such as trees/buildings (seems to help in some places? I can't tell myself cause mega computer) and disabling the vector rendering of text helps a lot too (though the font with the rendering disabled is a love it or hate it thing).

I don't even think this is the case anymore. Remember that equipment giveaway for hide and seek? (Well this may have been happening during the time of your inactivity), it was blatantly obvious one of the winners was using mods in the screenshot they had posted as a submission -- they weren't disqualified or anything, and needless to say there were people throwing quite the tantrum. After some pages of tantrum, sabina said "It will have to be a separate investigation, but they still win". Nothing ever happened to them past that. I also have no problem stating I mod on nexon forums and posting screenshots displaying them as well. There are some other notable people who post screenshots that have some mods in them too.

Nexon's policy on mod banning is kind of vague. They sometimes do, and sometimes don't.
If your mod really affects the game/server any way, you will most likely get banned.
To be safe (probably borderline paranoid), just don't advertise yourself as using mods much on Nexon forums.

Nexon doesn't care as long as it doesn't effect server. If it used to fps like i see many people use it for it doesnt bother them at all. Being on mabi for quite some time i only see people get banned for client that accesses the server mainframe. So to be on the safe side i would strongly suggest not to use mods at all.

Know the bubble drawing chat thing they have in KR? Well I used that for a day or two and got banned for a week. They told me to fresh install the game and I was forbidden to mod. I still mod. Lel.
So just don't derp directly with the servers. Also, check your PMs.

Modding is against the rules, and you can be banned for them. People have been banned for using mods and Nexon has threatened to ban mod users on multiple occasions. However very few people are actually banned for using mods and the bans are usually a slap on the wrist. A lot more people claim to be banned for using mods than those who actually were, often trying to hide things like duping or equally serious offenses. A word of advice though, keep your mods to yourself and your modding community.
Edit: I should also say that in most cases, the people who were banned for modding were reported or used malicious/borderline mods.

Don't do public things like:
- Going around telling people their cp.
- Using picture chat(?) in ch1 dunby or more so around players.
- Using the sm monster book/mimic view-ability 'mod'[This is somewhat game-breaking given they tell you which is a monster and which is not.
- Telling others you 'mod'[Duh c;]
- Infinite-party-ad-up 'mod'[This can be noticed by observant people]
- Multi-Client[If you do it right it just seems like you're using another computer so I'ts 50/50 on the safe side]
- Openly screenshot-ing in the mabi forums with very easily seen mods[text,gui color, so on]
I think that covers most of it but much can still be noticed, for the safe side stick to convenience type mods[Say Cutscene skip, Font lag/font in general, Certain Gui removal, game texture minimize, ect], you shouldn't really need the others and some can be considered/are game-breaking in a way.
For the most part, mods have a Use-At-Your-Own-Risk rule. Are they bad? That is up to you and your belief.
I'd say mods can be helpful, say how I 'used' them to get ingame screenshots and video of the Divine weapons in usage in NA[They weren't actually Divine weapons, the way that is done is through a cosmetic process that is more 'top secret'.... Not really, just I don't want to post it here I would rather pm such thing or skype or so given it's more into deep modding but purely cosmetic aspect side.] [/SPOILER]
