Is this a result of having an urge to bite something or because you just want to keep your nails ridiculously short?
If it's because of an urge to bite, there's actually rubber biting sticks for humans for that kind of stuff, I once used it since I kept eating my pen. (I also bit my nails, but to a much lesser degree)
Or maybe you could just put something like this on every finger:

I used to do this too, but then one day decided to stop it so I bit my finger(hard enough to make it sting for minutes) every time I bit or had an urge to bite my nails. Well, it didn't COMPLETELY stop my habit but now I rarely have an urge and don't have to bite my fingers to stop anymore.

It's a weird OCD thing.
When i'm not biting my nails, i'm picking at them with what's left of the nails on my other hand. Peppers/bitterants won't work either. Crazy...i'm fucking crazy.
