What do you prefer, Human or Elf Archery and why?
I am going to make a new character, and I am just going to go all-out archery, but I can't decide whether I want to play human or elf.

They're both effective depending on how you set yourself up.
There's barely any differences between elf and human range. The main skills used in archery end game are Crash Shot and Magnum. Aiming time is the same, and damage multiplier is the same. Magnum can be spammed as an elf, but a human can simply use AR or AoE pet to cover the cool down. Elves have a small advantage with final shot (highest DPS with setup but situational) and magnum cooldown, but is negligible. If you have only interest in archery, go elf. If you're interested in other forms of combat, go human. Both forms of archery are almost identical, but elves with a slight advantage from a certain viewpoint.

The speed difference between Elf Mag and Human Mag is HUGE if you're playing on a lagless-near lagless connection. I'd trade AR for Elf Mag in a heartbeat. However, if you lag, you'd probably be better off being a human for the extra bulk to cover any hits you might take.

What do you consider "lagless"? On League of Legends, I normally get between 80-120ms. Is that good enough?

Even at non-lagless connections like mine, difference between Elf and Human mag is definitely noticeable. Humans basically trade the utility from AR with DPS from Elf Magnum.
If you plan to use archery for almost all of the content, I'd say go elf.

I get about 56-76 ms. I live in the Midwest. Whether or not that's good is up to you. As long as it doesn't go over 150, I'd say it's fine.

depends on the human's age they stop gaining DEX from aging at 18-21; 26+.

The filthy desert rats are, as they have always been, worse rangers than humans. If you want to be a pure mage, go elf. If you want to be pure lancer, go Giant. If you want to be literally anything else, go Human. Elves are gimmicky, that's all.
