I just started the game awhile back, and the first thing I did was rank windmill. After finally getting to rank 3 I think it's about time for me to ask, are there anymore imperative skills I should rank immediately? If not, I'm going to go frolic about in the fields, killing everything in sight, whilst picking herbs. If there IS however, please inform me as to what they are, and why I should rank them above all else.

It depends on what you want to pick as your first "main" talent in my opinion. However, I'll go ahead and state what most would consider the "obvious".
First, if you're under level 1k total (I'm just assuming you are), feel free to experiment and whatever and reset skills later. Smash is a close second to windmill -- I use it all the time and it has a good amount of versatility and whatever. My general recommendation is to max the essentials of close combat talent for starters. Though of course this isn't required by any means, just something I'm glad I did when I had first started. This includes assault slash, smash, windmill, combat mastery, sword mastery, and critical hit (though this can be ranked up with anything over time).
Majority of close combat skills compliment the majority of skillsets. Mainly due to their ability to all be used with a large amount of weapon types available in this game.
But yeah just do whatever you want to. Also comes down to how you want to play the game.

Considering the abundance of AP and skills being much easier to train compared to before, it doesn't matter much what you rank first.
Although, the general trend is that you get windmill and refining done as soon as possible, since they're pretty much your essential skills.
