Shark hat item?

EDIT: Oh, I misread the OP. There are Happy (Cute?) / Angry (Fierce?) Shark Hats that are part of the Manus Potion Bait drops, obtained from a fishing event last year.
I don't think it's the item that makes them big, just the use of a "glitched" Tin Pot, or a new pot (also another drop).

Actually, there's a different one I've been seeing that fits his description. It's also part of the Manus Potion Bait drops.

There were two being sold in the Ruairi server recently. It also looks like they haven't been translated yet, so I'm unsure of what they're called.
The large sizes of characters are due to something else though, probably the Trickster, though will need to confirm this next time online.

They're untranslated but I was told they translate as scary shark hat and cute fish hat or something like that.
Also they do not make you appear larger that's something else.
