As in, in the if are at the point where you maxed out all combat talents,
what is the ideal skill set/equipment/skill combo chain that will maximize damage efficiency?
If you can, tell me the ideal set with reforges and without reforges. If you don't know one or the other than typing whatever opinion you have is fine.

Pretty much this, hence why gunner is considered an end-game class, as gunner is probably one of the most efficient AoE class, if not the most efficient.
Other than that, archery is good too.
For gears, all you need is max damage, and you're good to go. For reforges, elemental reforges, skill multiplier reforges, etc.

Gunner is typically the best with and without reforges because it can fire out the fastest AoE skills with decent damage as well ranged single-target damage. For higher health mobs like NPCs in later rounds, magic dominates due to having the heaviest hitting AoE skills. For single target mobs, I.E. bosses you're looking at gunner (WOTG) and magic (firebolt) again, but there are other options.
The skillsets that tend to fall behind are puppetry (minus crisis), and fighter. Puppetry relies solely on a slow AoE combo which has less damage than some other sets, and has poor single target DPS. Fighter has no AoE so it's automatically out of meta, but is also out DPSed in single target damage by spammy skills like firebolt, WOTG, and elf magnum. Alchemy is great for crowd control and music is good for extra damage and lullaby.
Reforges don't really seem to effect the meta standings, but if you're ranger, fighter, or lancer than you really need them.

It all works fine as long as you're not a pure fighter or pure bard.
If you wanna go full autism, then crisis + blaze for npc, radius reforged ninja for saga 4, lances for raids, puppets for lords and bare hands/guns for everything else. Extra credit for elf hydra whenever you're feeling so lazy that getting out of bed was a challenge.

That's not really needed anymore, though.
It just creates unnecessary competitiveness, people who selfishly mess with AI to get finish, etc. Sketching lich with r1 explore mastery gets you to lv 50 every 6 days with barely any commitment and very low drama.

This, Mabinogi for me was always more of a social game until we had events that give x2 ap/monster exp or more.

Depends what you are looking for? If you are looking for the fastest MA tourney run, then it will probably:
Blaze > Puppet=Dual Guns > Archery > Alchemy > Lance > anything other talents
Some talents are extremely reforge-dependent (archery/lance/blaze), some talents are more of stat-dependent (dual guns/alchemy).
Again, it all depends on which talents you plan to focus on... as of now, blaze seems to be very popular.

True Meta-game is using beginner weapons ( beginner control bars) as our stats are so high that even op enchs don't really add much or at least to me; I'm too lazy. And we must become the pro noobs with the beginner equipment and maximum fashinoginess :

Regardless of what you want to use or what's best, the 'metagame' is what the community as a whole tends towards. So like, for example, when lances came out, even tho at that point piercing made them technically the best thing as far as melee, the meta still favored dual wielding.
With mabi, this is hard to define, because it's not a competitive game, it's an mmo where everyone does whatever they want, so trends are harder to observe, because they.. trend less. The closest thing I'd say we have to meta is a preference of aoe over single target in skillset choice. The reasons for this are obvious, but it's still a majority trend.
As far as the OP's specific question, I think this is more a case of the wrong term.. 'metagame' doesn't really have anything to do with what happens to be most efficient, even if it is affected by it.
That said, the answer to the question depends on what you're running, not everything is the same. For example, people tend to puppet in MA, but you'll never see a serious puppet at a raid.
On another note, if you have everything maxed, you kinda kill everything anyway so you're better off just choosing what you have the most fun with and optimizing that, imo.
