0 dura penguin robe

I fished around 3~4 penguin robes, and all are 0 dura. Do I really need to use a hammer on it so that I can wear it or is there a full dura one, just really slim chance to get ?

You don't need to use a hammer on it. It's the current dura that is at 0, most equipment fished up will be like that. You just need to take the robe to a tailoring NPC to repair it.
