People have their own agendas, they choose to play the game scamming people, and in archeage, that is not bannable, and even somewhat endorsed.

Hah, like EVE. There are no rules (except hacking and the like), scamming and all that is allowed. I think it adds to the feeling of danger in such a world. There's con artists siphoning billions of cash from corporations and alliances, and all kind of evils in the shadows.
Now, some may think that that's horrible, but I think it's awesome! Sure, I'd hate getting scammed, but it adds to the sense of a "real world", the real world has scammers, assholes the like, and now picture that in a universe where the law just can't be in every single star system, there's "safe" ones, and there's just lawless places. Not to mention this all makes the MMO an actual MMO, social interaction, needing people to trust and people that will always attempt to screw you.
Archeage also appears to try go that route, its a dangerous world. No fucking unicorns and rainbows, you have to be smart and be prepared to be outsmarted and fucked up.

which is why this game is fun but my server is so full of "carebears"
but scamming everyone you meet or large guilds isnt very beneficial to you because they will find out where you farm and they will fuck you over until you start over on a new character or leave the server
you have to be careful about who you steal from and attack unless you're in a guild that is large enough to fight back against larger guilds or have the skills to go 2v6 and win
this game is stressful and i love it :c
