Stupid is an understatement. There are enough prisoners in the United States as it is. Could find the shit out of them or make it so that if they're caught in a lie they are automatically ineligible to run for any elected position.

Hah, there'd be panic if you forced every government official to speak the truth. Or even better, they would probably do loopholes and just be as vague as possible. Full of maybes and shrugs.
Also that person's "intellect" cant even use the word conscious instead of conscience.
Also lies are necessary. End of story.

Let's say hypothetically this law is passed does he honestly think these rich white people would spend a day in jail?

I'd like to believe there is integrity left in the world with people not bribing their way past laws, so i will pretend that yes, yes they will.

The legal justice system is all about money
If you can pay you're fine, if you can't pay then you go to jail so the government funnels money to them

Naivete at its core, you can't base justice on vague storybook morals. Such specifically harsh punishments too; one slip up and the government spends millions of dollars wasting a chunk of your life. Why would anyone want to be a government official with such a ridiculous law? What's next, capital punishment for frowning? I don't see the need to justify this with an argument, but I did anyways.

This.
Most people cannot handle the truth, and there would be chaos and anarchy if the citizens knew everything...

I suppose it does go too far. Sure, lying to your people/customers may seem like a bad thing to do, but sometimes lies can prevent the horrors the truth can bring;
That persons reasoning would weird anyone out though, it sounds like a preach to me.
Besides, lying is also human, we'd be inhuman if we never told a lie. (Or just angels)

You can either rule a people with:
A) Lies
B) Fear
C) Violence
Things usually escalate from A to C anyways, so be glad we're still on A.

We're on all 3, we get lied to by our government, the government is 100% fear mongering warloving assholes, not so much in canada, but most are in the usa on these forums so i'll go by that.
And behind the scenes there's enough brutality to put most warzones to shame.

Hold it right there! I can see you've never been to a warzone.
