Pretty much. Nobody bothers flattening an enemy city anymore. Too many civilian casualties, and way too much effort.
Instead you make focused strikes on pockets of enemy resistance and enemy logistics, crippling their command structure and ability to obtain supplies and reinforcements.
This prevents them from fighting back efficiently, while your tanks dominate resistance in the streets and your commandos swarm enemy hotspots to eliminate all resistance.
Haven't any of you played some of the newer RTS games? You don't have to conquer your enemy. You just blow up their military production and key resources such as oil and metal supplies so that they cannot make reinforcements and you can capture them far easier.
