They need some pressure into doing the right thing.
And what Taycat says. There may be people whose old vaccinations haven't been properly refreshed, sometimes a vaccination doesn't work perfectly, some people are not in the right age to be vaccinated yet. If any of these get sick because of direct or indirect exposure to an infected kid, and being unvaccinated is pretty much screaming for getting infected in an environment where vacination is less and less common and herd ummunity thus compromised, they are at an unacceptable risk.
We vaccinate against the diseases where we do it for a very good reason. They're not just "harmless childhood diseases", they're all very painful and potentially crippling (
google "Iron Lung" for a particularly devastating example), if not deadly. And in the case of apparently harmless chickenpox, that often causes shingles years down the line, which is painful and potentially deadly.
Interacting with society unvaccinated is really like having sex without protection, except it's far easier to mess someone up. It works to a degree, that's why we can afford exemptions on religious and especially medical grounds, but this increasing tend to decline vaccination because of crazy ass conspiracy theories is inacceptable.
Anti-vaccinationists usually don't thake their doctors seriously anyway. They'll just try to treat their toddler's pneumonia by giving it vitamins, don't want none of those nasty big pharma antibiotics with their nasty chemicals... luckily they are stupid enough to expose themselves on facebook and have CPS called on them.
