The defense reduction only triggers when the Apostle is under the effect of the binding skill. The defense reduction should stack with up to five people, though i'm uncertain as to its duration, or actual magnitude.

I thought that was for Binding Needle's effect?

Also, might it be possible that the Apostle Defense Reduction is actually Defense Piercing? That is, Judgment Blade ignores Defense in calculation but doesn't reduce it whatsoever?
