I got a vicious enchant and a few shoes but it won't let me enchant any of them. Are there specific shoes that can receive cp enchants?

Well vicious is a rank 8 Prefix enchant, so you will need to have a rank A prefix enchant to bridge a rank 9 prefix enchant and then you can put vicious on it.
An easy sequence would be to put "Colorful"(color) then enchant on "Hot foot" (Hot) then you can put on the vicious enchant. If I were you id look for some really high durability boots in case of failures.
